These photographs were taken by an unknown photographer, possibly working for the campus publication the Bellringer
President Clinton’s speech, given at the Christenberry Fieldhouse, discussed the general state of education and a proposal to model a national program after Georgia’s HOPE scholarship. Other individuals in these photographs include Tanya Davis, a 1996 graduate of Augusta State University and a HOPE recipient, Georgia governor Zell Miller, University System Chancellor Stephen Portch, U.S. Secretary of Education Richard Riley, U.S. Senator Paul Coverdale, U.S. Senator Max Cleland, U.S. 10th District Congressman Charles Norwood and Augusta State University President Dr. William A.
