Scope and Contents

This collection consists of meeting minutes, correspondence, drafts of legal papers, newspaper clippings, informational booklets, working papers, and other materials related to the Augusta-Richmond County Merger Charter Committee that attempted to merge the city of Augusta and Richmond County into a single governmental entity during the 1970s. The collection tracks the development of the strategic plan to merge the city with the county, along with vital documentation that tracks the major problems with the city and county during the 1970s that led to the attempted merger.

Biographical / Historical

The comission was formed to draft a charter for a combined city-county government during a time of sociocultural and financial unrest in the City of Augusta and Richmond County through strategic proposals and House Bill 1099, which sought to ratify and inact the merger of city and county. The charter was rejected by the electrate May, 1976, and the commission was disbanded soon after.

The collection is arranged into 5 major categories, 3 of those being the project draft files for vital commission legal documents that made the argument for the merger. The other two, Administrative and Commission project files, contain miscellaneous documents such as minutes and newspaper clippings that do not pertain to those legal draft projects. At the folder-level, the materials are arranged in alphabetical order. There was no original order to the collection.
